Talent Specialists

Babette Heller, Managing Director, IPC Talent Acquisition

Babette began her career with IPC as a Hospitalist Recruiter joining the company in 1999, while the company was in its infancy. She has more than 25 years of healthcare recruitment experience. Before her tenure with IPC, Babette gained valuable experience as a Physician Recruiter with Kaiser Permanente of Southern California, where she hired predominantly primary care physicians. Babette joined Kaiser after 10 years with CIGNA Healthcare as Physician and Administrative Recruiter in Southern California. She began her career in healthcare recruitment at National Medical Enterprises focusing on international healthcare recruitment. In 2014, Babette was excited to take on the opportunity of establishing IPC’s new Talent Acquisition department. Babette received her B.A. in Sociology from UCLA. She is a member of SHRM.

Cheryl Mingee, Corporate/Regional Talent Acquisition Specialist

Cheryl began her recruiting career in 2010 after graduating from the W.P. Carey School of Business at Arizona State University. Cheryl worked with a recruiting staffing firm, where she recruited for a variety of industries such as aerospace, solar, and DOD companies. With a desire to expand her career to Corporate Recruiting, Cheryl joined Banner Health, Arizona’s largest health care provider. There she recruited Nurses for their Clinical Education Department. In 2014, Cheryl moved to the Los Angeles area and joined IPC as a Talent Acquisition Specialist and has been instrumental in developing this new IPC department. She has been involved in non-clinical recruiting for IPC’s corporate offices as well as IPC’s regional offices.

Luis Portillo, CBO Talent Acquisition Specialist

Luis is a results driven Bilingual Recruiter and Talent Acquisition professional who is extremely motivated and knowledgeable in recruiting with experience in HRIS administration, Employment Laws, and Customer Service. He is enthusiastic and focused with strong administrative and technical capabilities, time management and problem solving skills. Luis has been an HR professional for over 7 years and he was responsible for recruiting support of up to 100 stores within Harbor Freight Tools. In his previous roles he assisted with new hire paperwork, relocations, transfers, promotions, demotions, and terminations along with verifying employee information. Since 2013, Luis has focused on hiring new talent for our central billing office where he strives to improve our recruitment strategies. Luis completed an HR Certificate program from Los Angeles Valley College.
